What is the PLC Library in Accord?

I understand the PLC Library is something that needs to go onto the PLC itself but I'm not clear on what it actually does once it's there. Can someone explain?

The PLC Library is a runtime code library downloaded to the PLC using a standard PLC editor. It implements the control logic for the process on the PLC hardware, executing programs, managing interlocks, driving devices, and communicating data back to Accord Server.
