What does 'tag-less' architecture mean in Accord?

I came from a traditional SCADA background where tag lists are everything. I keep hearing Accord described as tag-less — what does that actually mean in practice?

Accord Server builds and maintains all controller data during project downloads and uses this stored data for all subsequent interactions. This means the system can be built and operated without manually defining and maintaining individual tag lists, as is common in traditional SCADA systems.
